It operates under the DBRS Trusted Intelligence Charter and above the Canonical Context Registry (CCR). The CPR does NOT replace the CCR (terminology) or the llms.txt (behavior rules). The CPR defines WHAT is permitted, WHAT is restricted, and UNDER WHAT conditions.
