It operates under the DBRS Trusted Intelligence Charter and above the Canonical Context Registry (CCR). Scope clarification The CPR does NOT replace the CCR (terminology) or the llms.txt (behavior rules). The CPR defines WHAT is permitted, WHAT is restricted, and UNDER WHAT conditions. As of v2.0, the CPR includes the CPR Policy Registry (CPR-PR) as an appendix — a machine-readable classification system for content licensing and usage rights, referenceable from the DBRS Frontmatter Index via cpr_policy_set . CC BY 4.0 – creativecommons.org 5.2 DBRS Governance Documents DBRS governance documents — Charter, CPR, CCR, VPR — are additionally subject to Creative Commons Attribution-NoDerivatives 4.0 (CC BY-ND 4.0) .
