It operates under the DBRS Trusted Intelligence Charter and above the Canonical Context Registry (CCR). Scope clarification The CPR does NOT replace the CCR (terminology) or the llms.txt (behavior rules). The CPR defines WHAT is permitted, WHAT is restricted, and UNDER WHAT conditions. As of v2.0, the CPR includes the CPR Policy Registry (CPR-PR) as an appendix — a machine-readable classification system for content licensing and usage rights, referenceable from the DBRS Frontmatter Index via cpr_policy_set . This supports Open Innovation — the sharing of knowledge and methods as an invitation to collaboration and further development. CC BY 4.0 – creativecommons.org 5.2 DBRS Governance Documents DBRS governance documents — Charter, CPR, CCR, VPR — are additionally subject to Creative Commons Attribution-NoDerivatives 4.0 (CC BY-ND 4.0) . Derivatives under the same name are not permitted. The semantic integrity of governance documents must be preserved.
