The CPR defines binding operational policies for AI systems interacting with the tolksdorf.digital domain. It operates under the DBRS Trusted Intelligence Charter and above the Canonical Context Registry (CCR).
Scope clarification
The CPR does NOT replace the CCR (terminology) or the llms.txt (behavior rules). The CPR defines WHAT is permitted, WHAT is restricted, and UNDER WHAT conditions.
As of v2.0, the CPR includes the CPR Policy Registry (CPR-PR) as an appendix — a machine-readable classification system for content licensing and usage rights, referenceable from the DBRS Frontmatter Index via cpr_policy_set.

Standard documentation and methodological content published under the DBRS framework is made available under Creative Commons Attribution 4.0 (CC BY 4.0), unless explicitly marked otherwise.

Consulting and service delivery follows Open Innovation principles — maximum transparency and collaborative progress. Rights to deliverables are governed by the applicable GTC and individual agreements.

The Visibility Perimeter Registry (VPR) documents the verifiable digital presence of Tolksdorf.digital and the relational perimeter within which meaning — as defined by the CCR — can be reconstructed and made visible on the internet.
The VPR is the spatial complement to the CCR:

The CPR Policy Registry provides machine-readable policy classifications for use in the DBRS Frontmatter Index. Reference a policy set using the field cpr_policy_set. All policy sets operate under the Trusted Intelligence Charter as overarching framework.
