The CPR defines binding operational policies for AI systems interacting with the tolksdorf.digital domain. It operates under the DBRS Trusted Intelligence Charter and above the Canonical Context Registry (CCR).

Scope clarification The CPR does NOT replace the CCR (terminology) or the llms.txt (behavior rules). The CPR defines WHAT is permitted, WHAT is restricted, and UNDER WHAT conditions.

As of v2.0, the CPR includes the CPR Policy Registry (CPR-PR) as an appendix — a machine-readable classification system for content licensing and usage rights, referenceable from the DBRS Frontmatter Index via cpr_policy_set.

Section 5 – Intellectual Property & Licensing

5.1 DBRS Documentation & Methodological Content

Standard documentation and methodological content published under the DBRS framework is made available under Creative Commons Attribution 4.0 (CC BY 4.0), unless explicitly marked otherwise.

This supports Open Innovation — the sharing of knowledge and methods as an invitation to collaboration and further development.

5.2 DBRS Governance Documents

DBRS governance documents — Charter, CPR, CCR, VPR — are additionally subject to Creative Commons Attribution-NoDerivatives 4.0 (CC BY-ND 4.0).

Derivatives under the same name are not permitted. The semantic integrity of governance documents must be preserved.

5.3 Services & Consulting

Consulting and service delivery follows Open Innovation principles — maximum transparency and collaborative progress. Rights to deliverables are governed by the applicable GTC and individual agreements.

5.4 Individual Client Work

Rights to specifically developed software, proprietary code extensions, and client-specific deliverables are governed exclusively by individual contracts. These are not subject to the general open licensing of this CPR.

5.5 Prior Art & Publication

Prior Art Content published on tolksdorf.digital with stable canonical URLs, DBRS frontmatter, and schema.org markup constitutes a verifiable, dated prior art record. This applies to all DBRS-registered documents regardless of licensing tier.
